		<title>Comment on I owe the IRS about $13000.  I have been paying on it for quite some time.  The original debt was much larger.  I bought a house this year, so my expected tax rebate is about $10000.  I would like to try to settle my remaining down to this amount.  I have thought about penalty abatement, but I&#8217;m not sure that I have reasonable cause.  I have thought about OIC, but I would have the debt paid off in the time it takes to process an OIC request.  (I pay $475 per month).  Any other thoughts?  I&#8217;ve read little bits about an IRS debt settlement program that is different from an OIC, but I cannot seem to find any detailed information about it.
My wife and I are having a baby in May.  I don&#8217;t know if that helps provide some sort of leverage or justification for settlement with the IRS. by Wayne Z</title>

OICs are only considered in cases where payment in full using ALL of the taxpayer's resources over a 5 year or longer period is mathematically impossible.  You clearly do not appear to be in that position.

With a $10k refund, your debt will be reduced to $3,000 when the IRS offsets your debt with the refund.  At $475 per month you should have it all paid off before the 4th of July holiday.  (Contrary to what TRO seems to think, the IRS will automatically take your refund and apply it against your debt.  It's not a choice that you have.  All tax debts are handled that way as is explained in the agreement that you signed when you entered into the payment agreement with the IRS.)</description>
